The enemy team has to kill one of their own teammates after being blinded by your flash nade.  Easy?  No.  And it isn't obvious that you have to be on a friendly-fire server.  TK'ing, in general, is highly discouraged.  When someone throws a flash nade, most people stop shooting and back off to a place where they can let the flash wear off - plus both teams do this simultaneously more often than not.  And forget trying this with bots.  Bots continue doing whatever they were doing before the flash nade went off (if they were firing, they will spray-and-pray) but they will generally stop moving completely until the flash wears off.

On top of this, shooting a teammate takes off significantly less health than shooting an enemy.  The easiest way to get this would be to coordinate it between three friends.  You on one team and your two friends on the other all on a friendly-fire server.
