Protocol 10 was a plan created by Hugo Strange to gather all of the criminals of Gotham (Arkham City), and then killing them all at once using highly trained mercenaries (TYGER). Then, he would introduce this idea to every other city in the world, to kill all criminals. He created this idea while in service to the League of Assassins, in hopes of replacing Ra's al Ghul. The operation entailed gathering all of Gotham City's convicts (as well as a few political prisoners who simply knew too much) into Arkham City, inciting violence between the different factions (Joker, Penguin, Two-Face, etc) while selling all sides powerful military grade weapons. This would be used by Dr. Strange in order to convince the city officials to go through with Protocol 10. So basically, it was:
1. Gather the criminals
2. Incite Violence
3. Stir up trouble
4. Get approval from the city
5. Kill all criminals
