looks like it i take em all out... keeping the one alive and another spawns in the adjacent apartment that i cant get to.

Yes. The code 3733 is not correctly linked to the bedroom door, which can lead the entry on the PDA to be discarded and prevents me from opening that darn door. The rest is fine, just leave the guy with the shotgun alive (run away, follow him when he's walking back to the apartment and hit q)

Apparently you can just shoot him. Worked for me. If you have a sniper rifle just aim at the "waypoint" and shoot. Here's a link to the workaround.
