In Pokemon Black, shinies are probably the easiest to get for one reason only: The Masuda method, which I will explain in a second.

The chance of finding a shiny in a random encounter is 1 in 8192. Just through traveling through grass and fighting you might happen upon a shiny. If you're shiny hunting, do not use Repels.

The best way of getting a shiny in Black and White is to use the Masuda method, a breeding method. By putting a Pokemon from another region (Say, China or Japan if you're not from either of those, it's probably best to have the foreign one be a Ditto) and then 1 from a region separate from that one (Which can be your own), the chances of an egg holding a shiny gets cut down to 1 in 2048. This method was confirmed by a Nintendo employee, where it got its name from.

The Masuda method has been proven to work many times (I myself got a shiny Sigilyph after 75 hatches using this method. However, your results may vary).

If you're looking to get a shiny legendary, you'll want to use soft reset. To do so, save as close to the Pokemon as possible, and challenge it. If it's not shiny, press and hold the L and R shoulder buttons, as well as the Start and Select buttons. This will bring it back to the game's title screen, allowing you to quickly try again. No damage is done due to soft resetting, not even after many tries, so this is a safe method.

Shining pokemon are as uncommon as the rest of the other pokemon games, and you catch them like any other games as well, the only difference is that they have low stats the a normal one.
