Yes, you are able to lock your level in WoW. It costs 10g to halt xp gain, and another 10g to resume it. The locations of the NPCs that do this is:

Horde:

Go to Orgrimmar, and find Slahtz in the Hall of the Brave.

Alliance:

Go to Stormwind City, and find Behsten in the War Room.
