Not quite. The only plans to implement cross server mail is for BoA items. This is from a Q/A post by Blizzard a while ago:

Q. Are there any plans to implement cross-faction/cross-realm mail(for BoA gear and such)?
A. We have cross-faction mail for BoA items now; cross-realm is a work in progress, but we hope to have it done “soon.

HOWEVER, if you have someone you want to talk to on another server, you can also use Real ID. This allows you to talk to someone regardless of server / faction.

Unfortunately not, mail is realm and faction exclusive

To add to this discussion, they were looking into having people be able to mail Bind on Account items cross realm as long as it's on your server.

They're going to add cross account BoA mail (which means any account registered to a single b.net account) soon. However, as of right now, there is no way to send mail to another character on a different realm.

It's a shame, but hopefully they will change it soon.
