Valve has only commented on PS3 compatability with Steam so far. The 360 may be able to get it at a later date. Unfortunately for the consumer this means PS3 gets the better deal!

Doesn't look like it does. While Valve at first did not want to support the PS3 (when the orange box came out) they have now leaned more towards the PS3. You can still get a Steam account - it's free to make, but you won't get any XBOX portal 2 integration.

No. Valve have only created Steam for the PC and Steamworks, a softtware related to Steam for the PS3. And the 360 version of Portal 2 DOES NOT come with another free copy.
