How do you get hats in Team Fortress 2?

1. Promotions: Buying Shogun War 2 would have netted you several hats/items. Promotions like this are done often, where buying X game gets you certain items.

 

2. The Mann Co. Store. Almost all items are sold in the store, and many hats are. They do cost real money though.

 

3. Crates. Keys cost $2.50, but you can trade for keys to unlock said crates for the hopes of finding a hat.

 

4. Just playing: As you play, every so often there is a dice roll on when your next drop will be. Through playing (Or idling if you're inclined to do that) you can find many items randomly.

The easiest way to get hats is to just play the game without the desire to get hats. Eventually you will randomly find items and hats just for being in a server.
