#1. First, receive the ticket off of Mystery Gift. After doing that, go to Castelia City.

#2. In the port on the far left there will be a boat at the dock waiting to go to Liberty Garden. Talk to the Sailor to board the boat.

#3. On the island you will encounter Team Plasma, fight them and get to the lighthouse (An NPC inside will heal your Pokemon). In the lighthouse will be Victini at level 15.
