how do I get to liberty island in pokemon black & White?

After you have gotten the ticket from Mystery Gift, head to Castelia City. On the far left pier will be a boat waiting to leave to go to Liberty Island, board the boat to set sail. Victini will be at level 15.

First, you must have internet access on your DS system.  Then, start up your game, but before loading your save, select Mystery Gift.  Pick Receive Gift, then Yes, then Get Via Nintendo WFC.  Pick Yes again, then wait for the Liberty Pass description to appear.  Press A then select Yes.  You will receive the gift.  Then, go and load your game.  Go to any pokemon center, and to the left of the entrance (once you're inside), a man in green stands.  Talk to him and he will give you the Liberty Pass.  Go to Castelia's far left pier.  Talk to the man on the left and he will take you to Liberty Island.  Once there, defeat all of the Team Plasma grunts, and go into the tower.  The man at the top of the ramp will heal your pokemon for free as many times as you want.  Fight into the room at the bottom and you will see Victini, the Victory Pokemon.  It is level 15, and unlike most legendaries, it will reappear if you defeat it if you leave the room and return.  Victini can use Endure, so a viable strategy would be to defeat it repeatedly until it uses endure and is left at 1 hp.  Then, you can easily capture it.

You need to download the Liberty pass by April 27th 2011.
