Unfortunately NO,  the "Free Portal 1" is part of the pre-order bonus when you order and pay for the game through Steam on the PC.  (Even though the Bestbuy version still requires you you sign in via Steam to play anyhow).

 

However many people who do this pre-order will be getting this extra copy of Portal 1 that already have it (it was available for free on steam at one part as a promotion, if I Remember correctly). They will be able to give that extra version as a gift to anyone they choose.  So if you know someone (or ask nicely on the Portal 1-2 steam forums) you may be able to get them to gift you a copy.

I suggest you buy it from PC on steam for Portal 2, because it comes with portal 1 free. If you buy it at any retail store, they would charge you for tax and everything.
