Basically you need to buy and play the Potato Sack Bundle on Steam in order to push up Portal 2's release.

you don't have to buy the potato pack, but any game from it that you play will help unlock portal 2 early(as long as the game still needs cpus).

buy potato sack games to power up GLaDOS (ie. make Portal 2 lauch before the announced release date!)

Well drakaenae was right about his link , also it means when every steam player plays a potato game , it will be added as CPU when they got a Potato for that game.

That was promotion for Portal 2 and small Indie games made by Valve (promotion not indie games). Players made Portal 2 comes faster. Now it's finshed.
