In Icirrus City is the Pokemon Fan Club. Talk to the Chairman, and he'll judge the happiness of your Pokemon. If it is happy, he'll give the Experience Share.

You can also get it in Castelia City from the janitor on the 55th (The only upper floor you can visit) floor of the Battle Company's building.

Check Castelia City

Your first option is to look around Castelia City for the Exp. Share. It’s not obvious, however – you’ll have to look on the outskirts of town (namely when the city does its crazy, rotating 3D trick) for an office building. Inside you’ll meet a janitor who will tell you that the workers on the upper floors may challenge you to battles.

Follow the fellow up the elevator to the next two floors and wipe out all the trainers you find. At the end you’ll find the janitor, and when you beat him you’ll get your first Exp. Share
