where is the broadcast tower key on dishonored?

You don't need a key i believe. Just sneak up to the broadcast tower on the  stairs up passed the floor you would go to get your target. There's a guy to talk to, which will lead you to the option of setting your target up, after stealing his audio file from his room, or just killing him.
