terraria server not using config file settings

it may be as simple as restarting the server, forcing it to then go and load the settings

 

otherwise it may ignore the file if it has come across an error in it, anything from invalid options to an extra line or space it doesnt expect to see, in which case if theres no error returned on starting the server it will be just loading default config
