It's real simple just bury a normal shovel then come back a day or so later and dig it up, you now have yourself a golden shovel !!

Depend what version you have.

 

DS, bury shovel like the toher guy said.

 

GameCube is a bit more complicated. You need to find the Golden Spot(the shining spot where yo ucan dig up money) and bury a shovel there. After a couple days, a tree with gold leaves will sprout. Shake it, and a Golden Shovel pops out.
