Yes it is considered to be a precision weapon, along with the sniper rifle as well.

It's actually called the DMR. The answer to your question is in it's name, the Designated Marksman Rifle.

Yes, it's considered a precision weapon. A tell-tale sign is the fact that it has a scope. It really is only effective when going for head-shots, since body shots from it don't really do much but prevent shields from recharging.
It's a very nice mid-range weapon, for sure.

Yes it is. Although it is only worth zooming in if your opponent is a fair distance away, and not shooting at you.
If they are shooting at you, concentrate on focusing the reticle on their head and shooting with a rhythm, without zooming in (if you zoom in and get shot, you get zoomed out automatically, and this wastes time).

Yup, a precision weapon through and through, mainly because of the scope, the single shot and easy capability to get headshots, you should be able to complete daily and weekly challenges pertaining to use a precision weapon with a dmr.
