Its mainly luck because they are quite rare, but there are 4 main ways: 1: get a goblin invasion and kill the goblins. The rocket boots are a extremely rare drop from them. 2: generate a small map and find the 2/3 floating islands on them. After you get all the stuff from the islands, delete the map and repeat. They are an uncommon loot from the gold islands 3: go very deep. I do not recommend this as they almost never spavn in random chests, but its still possible. 4: go to either the dungeon or the underground jungle. Both are endgame areas, so don't try this without demonite+ tools and armor. The rocket boots are one of the most rare items in the game, and it will probably take a while to find them.

@Anonymous, you get Rocket Boots by searching deeeeeep underground and in Dungeons. To get to Dungeons, you must go WAAAAAAAAAAAAAAY to the left of your map until you see a massive structure made of stone. Talk to the old man, and he will turn into Skeletron, guardian of Dungeons. BEWARE- SKELETRON IS THE HARDEST MONSTER IN TERRARIA, if you are not properly equipped, and if you find and Underground Jungle, you'll know what it looks like, then see if you can find any structures made of gold, it may be there.
