No.  Even if you were allowwed to, you would not be able to send any new pokemon back because HG and SS do not have the files for it, and all pokemon you would be able to trade you could get from other games.  However, once you beat the elite four, you can transfer pokemon FROM Heart Gold TO Black/White, similar to Diamond and Pearl being able to transfer pokemon from GameBoy pokemon games.  Be warned, however, that this is irreversible.
