Technically, no. You are able to host a minecraft server from your PC. However, Minecraft servers seem to be very picky, so a payed dedicated server is highly recomended if you are looking for something more stable.

It's free :D but you do need to know how to make one and about port forwarding etc. My mate was able to set one up that me, him and a few mates play on :D There are a lot of youtube videos about it if you wanna have ago yourself :) but yeah, free XD
