Yes, there is a random "drop" that CAN give you hats, though I usually find weapons.

You just play on a tf2 server and you will get items randomly but do not idle in idle servers to get items or they will take all your idled items.

You can get hats randomly in TF2, only specific ones can be found. Some that can't be found are the Hero's Hachimachi, Earbuds, etc.
