You can, however trade them with a friend. (I recommend breeding them and trade the eggs.)

Not in the wild. You can "catch" them from your rivals by using Action Replay, but that isn't a legit method.

no, you can't catch any because there are none in the wild.  You can only get one from the professor at the beginning

No you can't catch starters.The only way to do it without cheating is to trade with a friend.

It is not possibel to catch any of the starting Pokemon in the wild, however you can trade with other players to obtain them.
