How can I find out if a Steam game will give me achievements when playing in offline mode?

Besides the obvious thing, getting them.
For example playing Trine or Osmos in offline mode let me get achievements, while in HL2 I had to start a new file and replay parts of the game to get them after playing the beginning offline.

I was not aware you could get achievements while in offline mode. It has never worked for me in say, L4D2 or Borderlands. The difference may be that the games you listed (Trine and Osmos) are indie games and do not have any built in 3rd party DRM. They are sold on steam but actually have no DRM restricting their play.

Valve games do not support achievments in offline mode in my experience. L4D2/L4D2/TF2. None of those allowed me to get achievements that way.

Achievements are awarded for completing specific objectives. If Steam registesr one of the objects that has been done in the process it will be added to the completion of the process. For example: You need to destroy 5 cars and you already destroyed 3 then it will say 3/5, this means you need 2 more, then it will say 5/5. If you complete an achievement it willl do the same as with GFWL and Xbox Live, you get a notification that you unlocked one of the Steam achievements for the game. No matter if you are offline or online it will still register the same things for the game you are playing at that time.

Achievements should be attainable offline, I've never encounted what you've described above - once you went online, it might not have updated on steams end right away

Some games store the achievements but most don't.  Most valve games don't like HL2 (even when I'm online, my achievements randomly get reset),

You can not get achievements offline in games that are made by valve and you can see if you are not getting achievements from console, It should say something like this: "Can not get achievements while offline" or something like that, I dont really remember.
