Next CoD Will Be "Next-Gen First"

This year's Call of Duty game will be developed primarily with the Xbox One and the PlayStation 4 in mind, with last-generation tech like the 360 and PS3 coming second. Activision's publishing CEO Eric Hirshberg told IGN about the approach that the publisher's multiple studios are taking with the second next-gen game in the series.
"Sledgehammer is approaching this as a next-gen-first development. Obviously in the console-transition year, anyone who developed a cross-generational game last year had to deal with the fact that the technology of the next-gen platforms was still coming into focus and changing quite a bit during the development process... Now that we have the next-gen hardware out in the marketplace and solid, that is our primary development."
In Activision-Blizzard's last financial report, the company revelead that CoD would now be handled by three different studios on a three-year cycle. This will be Sledgehammer's first game in the series.
