can I send a steam gift from my account in the USA to an account from Ireland?

There have been several users banned for doing that because it violates some term or condition.  The reason for the banning was because it was used as a means to cicumvent the pricing in the country it was sent to from the U.S.

Yes, I believe it is, the only restriction is you aren't able to purchase a copy that isnt localized to your area - but gifting one you bought that is localized to your area to another is fine.

 

I've never heard of anyone being banned, but it's entirely possible, I would do this at your own risk.

Yes it is, you just need to add the person you are going to gift the game to, to your friend list, then you or he can gift you a game.

Its actually not possible because the Steam prizes in the U.S. and Ireland are different which will be seen as a possible way to bypass the original price for the game in both countrys.

You can, but it depends if the game in US is avalible in Ireland.

It's not wrong to gift to a friend in another country. I have gifted  and received gifts from other countries as well.
