1. Combine 2 runes to get a random rune of the same tier
2. combine 5 runes to get a random rune of the next highest tier (doessn't work for tier 3 runes)

The bad thing about this is it is completely random

From the looks of it, you place 2-5 runes in it, and then combine them into a better rune. Although I'm not sure what the stats of the combined rune are based on, heres a video showing somebody using it.

It's completely random and I personally find it quite useless.

To put it simply, It combines two runes and from what people have seen so far, it just gives you a random rune from the same tier.

If you combine 5 runes, you'll get a random rune from the tier above.

Key words is random!
