For windowed, right click portal 2 in your steam library and select set launch options under advanced. Type -windowed in the space provided, with no spaces and with the dash

go to Library -> Portal 2 -> Properties -> Set launch options...

and set your prefered launch options there.

you could open portal 2, select options on main menu, select the video tab, change the display mode to whatever you want (e.g. windowed mode)

Right click portal 2 in your steam library and select properties there should be a button that says Set launch options 

some commands are

-windowed - (I like to use -sw)

-console - starts the game with dev console enabled

-autoconfig - sets setting for the detected hardware on your computer

right click the game on your steam library and click properties. Then go to launch options and type in what you need their.

Library -> Portal 2 -> Properties -> Set launch options

 

But I think that you can also do it with shortcut at desktop :)

You can either configure the options in-game or you can add launch options to a shortcut to Portal 2 by modifying the target. For example, if you want to launch with the console enabled, you can modify the target to say "C:\<path-to-portal2>" -console
