i need to go to hanged man in dragon age II but i cannot get there!!

The Hanged Man is located in Lowtown. You have to actually walk there yourself IN Lowtown once before it's unlocked on the Kirkwall map for quick travel.

So hit Lowtown, and use your map to find it's location, then just click on the door!
