Well we know that Potato create littlebit of electricity,So glados used that basic thing to provide her  energy,so she can recover/boot up again after what you did to her in portal 1,So valve used this idea and added Potato content to 13 indie games,in that games you will be awarded a potato if you do certain tasks, you objective was to collect as many as you can(total 36) so glados can get enough potato supply to reboot herself before the predicted time .Also if you collect all 36 potato, you will get valve complete pack as a prize.

You might want to check the portal 2 blog at http://www.thinkwithportals.com/blog.php?id=5307&p=1

By playing the potato sack indie games the release of portal was sped up.

By collecting all potatos in the indie games, you could get a special portal 2 coop skin

Thing is, before Valve released Portal 2, they decided to plant clues on the internet about it. After alot of cryptic stuff like hints on old BBS they started to plant clues in other games. They released a promotional collection of video games and called it "The potato sack". Some people noticed that there are little hidden clues in the games and figured out that there is a continuation to Valve's little game. So they called these series of clues "Valve ARG" (alternate reality game). As time passed, there was more clues and eventually people had to collect potatoes on their steam profile for finding the clues. Those who found all the potatoes got the Valve Complete Pack and a copy of Portal 2 for free. You can search for Valve ARG WIKI and see how it all evolved :)

Well, first of all "Po ta T o" is code for Portal 2.

Second of all, Potatoes actually play a function in-game, you see various science projects usind potatoes and GLaDOS get's turned into a potato.

It's a marketing campaign by Valve to promote Portal 2.

The golden potatoes achievers will be rewarded with Valve Complete pack and Portal 2.

Potatoes are referenced within the game, that's as far as I will go without spoiling it. The "potato sack" was a markleting campaign by Valve to increase sales and in a way help release Portal 2 early.
