build city and works first so it could boost up your economy

Also, try to harvest lots and lots of gold from the beginning.

Building a monument helps your city expand quickly, and a granary helps your citizen production. I'd advise first having a couple of workers to do your bidding. However, your build order should really depend on your environment, opponents, etc.

It all depends on your playing style and what type of victory you want to achieve. If you are trying to go for a domination victory it would be wise to build up and early army and attack rival cities during the early rounds while the cities are not heavily fortified. If you want to go for the other victories, it is wise to try to build your capital by building a monument, worker, or wonders.
