It depends on the system i think.  If you have the latest update on Xbox 360 you can find the option to add bots in a split screen match.  You do not need a second player to start the game.

No, that is an online feature to practice and the stats are stored online.

You can play Combat Training offline. When I first played Black Ops I always played Combat Training by myself on the PS3 if I got bored with the online multiplayer.
