if i purchase Valve Complete Pack from steam and I already own portal 2 will I be able to give it away to friend?

this page shows what will be available go gift if bought twice

also it says the following line:

No. This special offer only applies to games or game packages listed above.

and unfortunately that list has no mention of portal 2

 

you will be able to purchase portal 2 as a gift to give out though no pass will be given when purchasing a pack containing it if you have it

i doubt it, steam will not provide refunds for games unless they recieve the ticket before the release date of the game
