team fortress 2 how do u unlock bonk atomic punch?

On the tf2 wiki it says to be unlocked, one must achieve 22 of the scouts achievements, I don't think this is true because, my brother had never used the scout and he unlocked it 3 days after he got the game. I DONT REALLY KNOW!! sorry

Get the 3rd Scout milestone (22 Scout achievments) or a random drop.
