Borderlands 2 keeps asking me to restart computer to complete .net installation?

After you hit play in Borderlands 2, when it asks you to whether to allow it to make changes to your computer, then click "NO"

I found a solution too, when it asks you to restart say you will restart later. Will allow you to play
