Steam Purchase as a Gift Grayed Out

Question

trying to buy the portal 2 2-pack as a gift for two of my friends but the  option to buy it as a gift is greyed out? only option I have is purchase for myself

how come? steam itself says i can buy the 2 as a gift but then doesnt let me do it?

that's how 2-packs and 4-packs work, you gotta keep a copy yourself

For multi game packs, this option will be available only if you already own the game.

If you don't, ONE copy will be linked to your account.
