when you level up after level 10 you get skill points which you can spend in any talent trees so if you have for example 5 points at level 14 you can spend some of them in the arcane tree and some of them in the frost tree

This is no longer the case since the patch 4.0, hence making this answer incorrect.

You need to have atleast 31 points (which for you need level 69) in your primary tree before you can add points into any other trees.

Alternatively you can unlearn your talents at your class trainer for a small fee and pick frost instead, and at level 30 you unlock the ability to learn the dualspec which allows you to swap between two different talentpoint / glyph setups.

The question itself should be more precise.

In order to invest in skills in multiple talent trees, you must first invest 31 points into the talent tree you picked at level 10. Then, the other two will open up for you to start working on along side your original one.
