Three ways:

1. Lose at least 40% of your money for at least three years and end under §7000. You must also have a population of at least 2000 and currently be losing money.

2. UDI mission Simlent Orange. You must have at least one cemetery and commercial pop. over 50. The mission should appear over your cemetery.

3. Enter the cheat "you don't deserve it" and you can place whatever buildings you want. You can disable the cheat after placing the base if you like.
