Which game are you using? In Pokemon Diamond/Pearl/Platinum, you go to Dawn's house and talk to her little sister. In all of the games, there will be a commercial for it on random televisions. These will tell you where to go. There is only one area and one type of Pokemon in a "massive outbreak", called a Swarm, per day.
