how can someone join my minecraft server?

On the main menu, have the user select "Multiplayer" and then enter your server's IP address and port number. Once they click "Connect" they should be able to join assuming your ports are open and they are not banned.

Also you can use Hamachi to make one VPN

Give them your ip

they will need your ip address and port number to join or you could host a lan connection through your network or hamachi
