water counts as energy and brings up your HP, which food also does. it does not really matter whether you use food or water to bring up your HP. However if you are playing in hardcore mode then you will have food, water, and sleep meters, and in this case food and water will be seperate and you will have to have both to survive.

Not really. Although water DOES bring up some health. It is better to eat food to restore health, obviously. But if you really wanted to you could eat no food at all (keep in mind that  if you are playing in Hardcore mode it requires you to eat food AND drink water to survive)

Purified and dirty water count as food, (towards the 10,000 HP healed with food achievement),  when playing in normal mode, but water from sinks, etc. don't, even though they heal you.~~~~DarthOrc
