The option I took is to buy a fake passport from Mick and Ralph's. I didn't have enough barter to get the price lowers, and it is a bit spendy, but I managed to have enough by the point I got to Vegas.

You can get one after completing the GI Blue quest

This can be obtained by completing G.I. Blues quests for the Kings located in Freeside. On completion of the quest The King gives you a couple options for a reward, one of them is to get a free passport at Mick and Ralph's store located by Freeside's East Gate, otherwise the passport is 500 caps.

you can pay 500 caps, get a fake from mick and ralph, get one from the GI Blues mission, or get one from the king when he offers you a favor. note that if you get it from the king, you will not be able to use another favor from him for the rest of the game.

You can buy a fake one from Mick and Ralphs for 500 caps, but you must have completed a quest before you may buy one. You can also buy one from the Securitron for 2000 caps. Or you could bypass the Securitron if your science level is 80, saving yourself the caps. You could also complete the G.I. Blues quest for the Kings, which gives you the choice of receiving a passport as a reward
