Your in game pause menu will be different depending on what you are doing at that point in the game (e.g. if you are interrogating someone, you will only be able to view the log). But generally speaking there will an "Options" section, within which you can find "Display," and the first option there is whether Black & White mode should be on or off. Find more details here.
