Not entirely sure how to answer this. The answer I'd give off the top of my head is '64', but that's not quite right. The world is 128 blocks high, but depending on the elevation of the ground where you're standing, it's not necessarily 64. You can see your elevation by pressing F3 I think, the number you're looking for is the Y value (again, I think, don't have Minecraft installed here).

ah well its actually 70 because if u mine down from a flat surface it actually counts 70.

The minecraft world is 128 blocks in height. Bedrock will always fill up the lowest blocks and can reach up to 4 blocks from the bottom.
