Tending the flames Viarmo keeps telling me "NOT NOW" when he is supposed to present the poem to Elisif?

I am STUCK on first bards quest TENDING THE FLAMES

I just helped Viarmo complete the king olaf's verse so that we can present it to the jarl of solitude Elisif

but when we go there to the blue palace he keeps telling me NOT NOW instead of reading her the poem

I've been waiting for an hour for him to read the poem but he just stands there telling me "not now"

help?

alright, i had this same problem. It seems to happen when the jarl is not at the blue palace for w/e reason. i noticed that she isnt there at night, so if its like 3am, wait till about 10am. if it still doesnt work, most likely she is somewhere else in the game becuz of the main story. like when i was doing it, she was at high hrothgar becuz i was supposed to go to the council meeting of the empire and stormcloacs and she was at the meeting. i had to go finish the meeting to get her to go back to blue palace. so basically, make sure your not doing anything that wuld require her in another place and you should be good to go!!! btw, i put this here becuz i got mad that there were no answers and i thought i wuld be stuck forever.

thanks! I think I'll solve the same problem whit the info that you provided
I had this same issue and this solved it for me.  Viarmo says "not now" as long as the Jarl isn't available to listen to him.

I had same problem. I saved the game then shot him with a arrow. I was chased by guards and had to pay 20 coins for my crime. Then the quest continue like he'd done his recital
