If you have 2 ds' and a 4th gen game you can.

Yes you can. It will take a while though. First you have to trade your pokemon from Silver to a GBA pokemon game by using a connection cord. Then if you have a DS or DSL put the the GBA game in the GBA slot and you can migrate those pokemon to your DS pokemon game by using Diamond, Pearl or Platinum. Then you can trade the pokemon to black from diamond, pearl or platinum normally.

It is not possible to transfer pokemon from the two first generations (this includes red, blue, yellow, gold, silver and crystal) to any of the later generations.

However, if you're referring to Soulsilver, it is possible to transfer pokemon to Black.
