The Borderlands Wiki has a strategy section write-up for this mission article. As a high level player, I one-shot the vehicles, trying to catch them when they spawn. To do this, I use my Unforgiven or Orion while standing atop the hill between the two garage spawn-points on Lucky's side around the promontory. I periodically look between the two to check when one spawns. From where I am, once they drive out of the spawn, they stay still until aggroed, making one-shot killing them good. Bad luck is when they don't spawn at either location. If so, take your car and drive around to kill one, then camp again. I find that Mad Mel's patrol cars don't appear as red dots on the digital bearing module, so you have to look for them the old-fashioned way. Without the ability to one-shot them, I recommend a rocket runner. Chase and evade being shot yourself. Lock on with the spacebar (on PC). Car hurt? Drive back to a CAR station and get a new one. If all cars are hurt, you can respawn it by destroying it. Driving backwards grants greater maneuverability. Unless cars can be killed in one hit on foot as opposed to a vehicle's weaponry, it is best to fight in a runner. Being run over and killed nearly instantaneously is a danger to a character of any level (e.g., 69). Class mod may affect vehicle (e.g., Heavy Gunner fire rate increase affects driver's front gun). Higher level characters get more durable vehicles. Adepts may ram and topple patrols, but I say adept because there may be an equal chance of you getting capsized. Don't mistake plain outrunners for Mad Mel's patrol cars, the former doesn't count towards the quest. Red cars are Mad Mel's.
